To prevent the granting of planning permission for a residential development until approval of the Finglas Luas extension

That Amendment 10 be further amended by the insertion of the following text: ‘No planning application for residential development on the lands at North Road, Finglas (Map Ref A2) shall be permitted to proceed to determination until the Finglas Luas extension has been approved, funded and is operational, in order to ensure that the scale of development is aligned with the delivery of essential strategic public transport infrastructure and the principles of sustainable development.’ Planning Reason The lands subject to this variation have the capacity to accommodate thousands of additional residents. The operational delivery of Luas Finglas is essential to ensure that existing transport infrastructure is not overwhelmed and that future residents have access to a sustainable, high capacity public transport alternative from first occupation which compliments national policy such as the greater Dublin Transport Strategy, this site is also located very close to another Master Plan namely the Jamestown Masterplan, so as not to overstretch existing transport capacity and add additional traffic from private car use and associated congestion.
