To include Traveller-Specific Accommodation in Kylemore Road Masterplan
That Dublin City Council, in progressing the Kylemore Road Masterplan Variation No. 10 and the future development of lands within the Kylemore area, recognises its statutory obligations under the Housing (Traveller Accommodation) Act 1998 and the objectives of the Dublin City Traveller Accommodation Programme, and commits to incorporating provision for a Group Housing Scheme for Traveller accommodation within the lands subject to this Masterplan.
The Council further acknowledges the ongoing and unmet need for culturally appropriate Traveller-specific accommodation across the city and recognises that the development of a new sustainable residential community at Kylemore presents an important opportunity to deliver high-quality, permanent Group Housing accommodation integrated within the wider neighbourhood.
Accordingly, this Council requests that:
- Provision be made within the Masterplan framework for a dedicated Traveller Group Housing
- Scheme of an appropriate scale to meet identified housing need;
- The location and design of such accommodation be developed in consultation with Traveller families, Traveller representative organisations and relevant Council departments;
- Traveller-specific accommodation be incorporated as an integral component of the overall residential mix for the site, ensuring equality of access to community infrastructure, open space, transport and local services;
- A commitment to the delivery of Traveller accommodation on the site be reflected in the final adopted Variation and in subsequent planning and development proposals for the lands.
The Council notes that the inclusion of Traveller-specific accommodation within major strategic housing developments supports national housing policy, promotes social inclusion, and contributes to the fulfilment of Dublin City Council's obligations to provide culturally appropriate accommodation for members of the Traveller community.
